Note the text in Japanese/Chinese/ are different from the English. The English says “whereas recognition of the inherent dignity”. A botched sentence.

The Chinese version says “鑑於對人類家庭所有成員的固有尊嚴及其平等的和不移的權利的承認，乃是世界自由、正義與和平的基礎”. The chinese seems a result of machine translation. It's not idiomatic. In english it means: “Whereas the inherent dignity of all members of the human family and the recognition of their equal and inalienable rights are the foundations of freedom, justice and peace in the world”.
